Delegates will register in one of the four areas, depending on the type of local the delegate represents, as follows:
(1) County;
(2) City;
(3) ESP or
(4) Postsecondary/Retired/Ex Officio/Guests.
Election certificate required – Each delegate must bring to the Delegate Assembly the official Certificate of Election. This Certificate of Election will be provided to each delegate by the local president. If this Certificate of Election is lost, an official letter signed by the local president and secretary must be presented at the time of registration. In cases where the regular delegate cannot attend, it is the responsibility of the local president to see that the alternate delegate is notified and given the necessary Certificate of Election and the other items necessary for his/her attendance.
Delegate badges – Upon registration each delegate will be given an official delegate badge. This badge must be worn at all business sessions. No one will be admitted to the business sessions without a delegate badge.
Guests – All guests must register and obtain a guest badge. Guests will be permitted to attend the business sessions only as observers and must sit in a designated guest area.
Business items – The Proposed Resolutions and Amendments are always published in the first November issue of the Alabama School Journal. All delegates should bring that issue of the Journal to the Delegate Assembly.
Delegate Election Rules and Procedures – Delegates from the local association shall be elected by June 1. They shall take office immediately upon election to serve a term of one year. The list of delegates shall be furnished to the executive secretary-treasurer within ten days following the election. The membership of the local association, as reported by December 15 of the school year in which the election occurs, shall be the basis on which voting representation in the Delegate Assembly is determined for the next year. No delegate shall be entitled to a seat in the Assembly unless he is a member in good standing of both AEA and the local association or unit he represents and unless the unit or local association he represents is an AEA affiliate in good standing. He must also present a Certificate of Election signed by the president and secretary of his association.
Provided all other requirements are met, local associations which have not furnished to the AEA a list of delegates by June 10, or have made changes in their local delegates, must have their delegates approved by the Policies and Procedures Commission before being seated at the Delegate Assembly.
Election of local delegates to the AEA Delegate Assembly shall be conducted with open nominations and by secret ballot, shall guarantee ethnic-minority representation at least proportionate to the local's ethnic-minority membership, and shall provide proportionate representation between the local's non-supervisory and its supervisory members.
